I know that this is probably an age old question, but my mother's Scotty (4-5m-old) puppy refuses to relieve himself outside.

He always goes in his crate or on the rug. He is walked plenty--I do so myself as do my parents and we stay out as long as 40 min. each time and when we come in THEN he pees or poops. (sigh) I don't know how to train for that without traumatizing him. HELP!
